Fuse block is where the hazard/turn signal flasher is--the small canister shape unit. Operated properly an audible click can be heard. A faulty turn-signal bulb is indicated if the turn signals fail on one side and the turn signal flasher unit does not click. If no blink from both turn signals, fuse blown, fault flasher, bad switch or loose connection. If you have a blown turn signal fuse you can quickly check the fuse box and check the wiring for a short before installing another fuse. You will need to remove the flasher from the fuse block or wiring harness, and that's where you'll want to make sure the new unit is the same as the old, by comparing what you take out with what you put in. Once removed, installation is done in the reverse.
